Public buildings: 9 storeys or more, occupant load of 1,000+, or floor area of 5,000 sqm or more
Industrial buildings: occupant load of 1,000+ or floor/site area of 5,000 sqm or more
Foreign employee dormitories meeting the same occupant or area thresholds
All hospitals must appoint an FSM

Buildings requiring an SFSM

Occupant load of 5,000 persons or more
31 storeys or more (including any basement)
Gross floor area of 50,000 sqm or more
Basement storey floor area of 10,000 sqm or more
